Jarilyn Rust: Proposal to allow Bed and Breakfasts in Single-Ffamily Neighborhoods: The City of Seattle will be soon asked to consider amendment to the Land Use Code to allow Bed and Breakfasts in single-family residential neighborhoods as accessory conditional uses. B&Bs would be allowed outright with a business license. Rust briefed the group on her proposal. B&Bs are currently allowed in multi-family zones, but there must be no external evidence of the business use other than a permitted sign. There can be no more than two employees not residing in the dwelling. One parking space must be provided for the dwelling and one space for each of two guest rooms.

Dues Statement Update:
CALLS AND CONCERNS
Sidewalk Safety: Robin Chalmers emailed on February 5th for an update on the Sidewalk Safety Program. Weyrauch responded.
TransLake: Bob Brothers called on January 15th concerned about Council Chair Sullivan’s views on SR 520 expansion. He had received incorrect information from someone running against Sullivan who was doorbelling in the neighborhood.
ANNOUNCEMENTS
Absent: Clark, Levin and Piyarili could not attend tonight’s trustee meeting due to conflicts. Newman and Cahill are ill with the flu.

Crime Prevention:
Neighbor Appreciation Day Wrap-Up: The 2003 Laurelhurst Neighborhood Appreciation Day Reception was a big success. Almost 100 attended and 20 neighbors received Good Neighbor Award with Mayor Nickels and King County Council Chair Sullivan officiating. Seattle Councilmember Heidi Wills addressed the group. Yvonne Sanchez, Director of the Department of Neighborhoods, Karen Ko, University District Service Center Coordinator and other public officials attended the event.
Great Harvest Bread Company and Noah’s Bakery provided delicious breads, bagels and sweetbreads. QFC provided juice, napkins and other supplies. Mrs. Cooks donated a beautiful ceramic pitcher for the drawing of Good Neighbor nominees. University Village provided a $100 gift certificate for the drawing and two $50 certificates for the two young people that received awards. Special thanks goes to Andrew Schmid from Council Chair Sullivan’s office who arranged to get the Mayor and Council Chair’s signatures on the Good Neighbor certificates and for helping the day of the event in getting the certificates in the beautiful leather holders provided by the County due to Council Chair Sullivan’s efforts.
LCC nominated Roosevelt 9th grader Emma Schachter who coordinated a school supply drive for low income kids. LCC trustee Don Torrie presented LCC Special Events Coordinator Coco Sherman with a dozen roses and a framed Neighbor Appreciation Day Card. University Frame Shop donated a portion of the framing costs.
UW Master Plan Update:
Growth Appeal: All of the petitions in the UW Master Plan process—Northeast District Council, University District Community Council, University Park Community Club and Friends of Brooklyn have joined Laurelhurst in its appeal to the Central Puget Sound Growth Management Hearings Board.

Talaris Update: The transcript of the public hearing on the Draft Environmental Impact Statement is included in the agenda packets along with comments submitted (other than LCC comments that were included in the January packets). Bob Wicklein from The Seneca Group called on January 31, 2003 to say that he is waiting to hear from the property owners about amendments to the Settlement Agreement to allow their preferred option to move forward.
